The People’s Institute for Survival and Beyond will hold a symposium to announce a breakthrough for its undoing racism training in shifting paradigms, shaping attitudes and ultimately practices that reduced the representation of African American and other children of color in foster care. This forum will detail the positive results of statewide efforts to reduce the racial overrepresentation of children of color in the child welfare systems in Texas and Kentucky.
Disproportionality refers to the disproportionately higher rate of placement and disparity in well-being welfare system, as compared to their numbers in the general population. Disproportionality cannot be simply “explained away” by poverty levels or abuse and neglect statistics among these populations. Disproportionality and disparities can be traced to systemically biased practices that shaped child welfare systems in this country as is true in other systems. We see similar disparities in criminal justice, health care, mental health, homelessness, victims of violent crimes, welfare and special education.
One of the ways to raise both awareness about the issue of disproportionality and disparities for children of color, and to lay the foundation for strategies to mitigate these inequities is found in a workshop entitled Undoing Racism, sponsored by the Peoples Institute for Survival and Beyond. The Institute believes that effective community and institutional change happens when those who are agents of transformation understand the foundations of race and racism and how they continually function as a barrier to positive change.
